The purpose of PDF Compress is to help you reduce the size of your documents and save up as much space as possible. This might seem a bit trivial, but when dealing with thousands of PDF files, it will quickly become highly important.
Now also available for Windows 7 users, the most recent version of PDF Compress features the same simple operating mode and still has the same major drawback: it doesn't allow you to batch convert your files. From my point of view, the most important thing about this application is the fact that it has the capability to change the metadata of the PDF document, but if the developers want its main goal to be file shrinking, then they could at least help the users compress all their documents at the same time.
On the plus side, I like that PDF Compress lets you decide exactly what you want to compress (text, graphics or embedded font). Furthermore, it will keep logs with all the files it compresses so that you won't waste your time searching. It offers an amazingly high compression speed, thus making up for a lot of its flaws.
In conclusion, I would definitely recommend using PDF Compress, but not for its file shrinking potential, but rather for the ability of the program to completely change the metadata of your PDF documents.
